Mr. Az-El-Arabe Hassibi was born on December 1971 in Rabat, Morocco. After obtaining his baccalaureate in mathematics at the 1st Royal Military High School (Morocco) and attending preparatory classes at “Moulay Youssef” high school in Rabat, he received in 1994, a State Engineering degree from the National Institute of Posts and Telecommunications, and subsequently joined the Telecommunications Ministry. He has been actively involved in all major projects in the sector, including liberalization.
Mr. Hassibi joined the National Telecommunications Regulatory Agency (ANRT), in 1998, and oversees important projects as CTO and Central Director of Competition and Follow Up of Operators. He contributed to strategic planning and helped define regulatory policies in the sector. He contributed to the development and steering of the strategic orientations of the sector. He also participated to the implementation of specific programs including universal service and the refarming the frequency spectrum at the national level.
From 2011 to 2014, Mr. Hassibi held several high-level positions at the OCP (World leader in Phosphates and derivatives). He implemented large-scale projects, as the Director of the General Affairs, the Head of the IT Operating and Executive Director for Audit and Control.
His Majesty, King Mohammed VI, appointed, on June 25, 2017, Mr. Hassibi as General Manager of the ANRT.
