Dr. Riyadh Al-Balushi is an information technology expert from the Sultanate of Oman. He is the co-founder of Open Data Oman (an online resource for Omani open data) as well as Qanoon and  Decree (two separate initiatives for making Omani legislation accessible in Arabic and English).


Riyadh has also worked for over 15 years as a legal advisor for the government of Oman in the area of public international law, public procurement, and constitutional law.  Riyadh also worked as a policy consultant, in Oman and abroad, specialising in open data and data governance. Some of his projects include Oman’s open data licence, national open data strategy, and national data governance framework.  He holds an LLB from the University of Cardiff, an LLM in IT and Commerce from Southampton University, and a PhD from SOAS, University of London.
